JOB PURPOSE
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The Head of Engineering – Mission Services reports to the Director of Mission Services and is responsible for leading all Prime Contract Engineering Management activities associated with Electronic Warfare within Salam.
The job holder will provide leadership to, and functional management of, the BAE Systems Saudi Arabia Engineering functionally tagged staff deployed within the Electronic Warfare programmes and will advise the Salam Programme on Technical Issues and Engineering management strategies.
This includes responsibility for ensuring the Customers Electronic Warfare Requirements are captured, understood, and appropriately flowed down to the product and service providers. The Head of Engineering Electronic Warfare will assure that the total technical EW solutions, when integrated together, meets the Customers intended use. In this role the Head of Engineering Electronic Warfare will assist the product and service providers in the validation and acceptance of the various elements of the total solution with the Customer.
The Head of Engineering Electronic Warfare will provide Engineering leadership and direction to all the Salam Electronic Warfare activities assuring compliance with the Company’s Engineering Functional Governance Manual, in this role he will provide a controlled environment to manage all technical risks associated with meeting customer requirements within the timescales, quality standards and budgets set for the project.
The job holder will be required to hold a level of delegated responsibility on behalf of the Salam Engineering Director, endorsed by the VP Engineering & Maintenance, and will represent BAE Systems Saudi Arabia on all Electronic Warfare Engineering management matters relating to the Salam Programme with our Customers (RSAF & MODSAP), Partners, other BAE Systems Business Units and Sub-contractors through managing the strategic interfaces.
JOB ACCOUNTABILITIES
Leading Prime Contracting Engineering activities for the Salam Electronic Warfare Programmes acting as prime project Engineering management point of contact for all stakeholders: BAE Systems Saudi Arabia, other BAE Systems Business Units, MODSAP, RAF and particularly relevant RSAF staff.
Supporting the development of the Salam Engineering strategies and implementing them in a measured way across the Electronic Warfare Programmes.
Ensuring that a suitable and appropriate Salam Engineering management system which meets the BAE Systems Saudi Arabia Functional Governance Manual is put in place across the Salam project including organisation, roles, people, processes and procedures.
Ensuring that key technical roles are identified within the organisations involved and that all individuals holding these roles are licensed through appropriate Governance Routes and that these delegated Authority trails are documented.
Ensuring that the individual Electronic Warfare Teams, through their product and service providers, offer solutions which satisfy Customer requirements and inform the business decision making process on any technical issues which may exist.
Ensuring that the relevant elements of the Salam Engineering management system are flowed down into Supplier Organisations and that appropriate Assurance monitoring systems are implemented.
Ensuring that the various technical elements interface correctly across all contracted packages including Supplier Organisations and that the complete system(s) provides the capability to meet the contracted Customer requirements.
Ensuring that an integrated approach is implemented through the Salam Safety Management System which covers Product/Service/Environmental safety and SHE which meets the BAE Systems Saudi Arabia Safety Policy and assuring that it is deployed across the Salam programme.
Focusing engineering activities on meeting delivery and quality standards in accordance with the customer specification as well as meeting schedule expectations in an effective manner which meets the requirements of both the Customers, the BAE SYSTEMS business, the Engineering Functional Governance Manual, and to cost.
Ensuring that the Salam Electronic Warfare Engineering management capability, including people, tools and facilities deployed across the programme, is suitable to meet the business needs.
Ensuring that the Electronic Warfare Engineering community remains focussed on reducing the level of Technical Risk exposure including maximising the flow down of Technical Integration responsibility into the Product and Service providers to ensure technical integration risk is managed by the most appropriate organisation.

Managing an aggressive Saudisation Programme across the Salam Electronic Warfare Engineering tagged roles.
Ensuring contract milestones are reviewed regularly and claimed in accordance with the agreed schedule.
Ensuring that the Mission Services programmes are delivered in accordance with the agreed business plan and contractual commitments.
Ensuring risks and opportunities are being managed proactively across our supply chain.
Enhance and manage customer relationships across all of Mission Services programmes.
RECRUITMENT SPECIFICATION
Essential
Educated to Engineering degree level or equivalent.
Chartered Engineer status or equivalent.
Extensive experience working in multi-national project environments ideally including a period working abroad.
Experience of working on MoD Contracts including supplier management of a supply chain.
Experience of the development and application of engineering process, organisational design, functional governance, assurance and its successful deployment.
Track record of managing several projects successfully and acknowledged accomplishment/ professional standing as a recognised Executive Engineer.
Extensive experience of aerospace Prime Contracting, ideally in a KSA environment, and supporting Systems activities through the complete lifecycle including disposal.
Experience of leading, in a senior supporting role, a delivery organisation in a technology- rich environment.
Experience of operating in a highly regulated and highly scrutinised area that has significant impact on an organisation’s reputation.
Strong Electronic Warfare engineering background, in either design or maintenance.
Experience and knowledge of the LCM process ideally as a Phase and/or Design Review Chair.
Expert leadership, delegation and team building skills for the effective people management of large and complex programmes.
