JOB PURPOSE
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The Supply Chain Manager is responsible for the management and direction of all Supply Chain teams within the Capability including Physical Logistics and Demand/Order Book activities. They are responsible to the Head of Supply Chain for all aspects of the Supply Chain products and/ or services provided. They are also responsible for the co-ordination of all appropriate areas to ensure compliance with the relevant governance requirements for Continuing Platform worthiness and Maintenance regulatory frameworks, of both the Customer contracts, and Platform Maintenance Function. Ensure motivation and effective utilisation of workforce, adherence to SHE, Quality and internal/ external regulations. In addition, they are also responsible for the delegation of authority to other approved signatories across their platform/business area as required.
JOB ACCOUNTABILITIES
· Performance indicators – Ensure the effective leadership of platform related Supply Chain activities by setting delivery targets, monitoring progress and developing performance improvement programmers. Responsible for management reviews; the assessment of escalated issues for impact on Continuing Platform worthiness, operational/process performance and generating effective resolution, or sponsoring escalation to senior management, as appropriate.
· Completion of activities – Ensuring all platform related Supply Chain activities are appropriately documented and the appropriate records are maintained on relevant systems (IT / paper based). Ensure all platform related Supply Chain activities are performed by suitably qualified, experienced and authorised personnel. Lead the integration of all Supply Chain activity within the business and in particular the engagement of key stakeholders at all stages of the process.
· Procedure/standards – Lead the platform related Supply Chain’s compliance with the associated procedures and standards, as applicable, including compliance with the regulatory exposition. Drive and implement change as required, whilst ensuring compliance.
· Safety Management System – Lead the application of Human Factors, Error Management, Risk Management and Safety Assurance within the platform related Supply Chain, together with the proactive analysis, mitigation and management of Hazards.
· Management System Assurance – Ensure all platform related Supply Chain activities are compliant with the BAEAI Governance and Assurance framework. Ensure Process Confirmations and independent assurance audits are supported by Supply Chain personnel. Manage audit findings in a timely and appropriate manner and provide information into the relevant reviews. Generate, deliver and implement effective improvements to overcome any non-compliance and monitor effectiveness.
· Statutory/Regulatory & Legislative requirements – Able to demonstrate a detailed understanding and application of the relevant Continuing Platform worthiness and Maintenance Regulatory framework, and ensure any Regulatory-driven changes are implemented. Lead platform related Supply Chain’s compliance with all other requirements, e.g. ITAR, EaPW, ISO, etc.
· Contractual Requirements – Lead compliance with all applicable contractual requirements, e.g. through support to contract reviews, and ensure communication and implementation of any changes into platform related Supply Chain activities, as appropriate.
· At a strategic level, manage the development and direction of all platform related Supply Chain activity. Manage the optimum Order Book Management solution with, as applicable, the customer, on base Demand Managers and Procurement. Have a general awareness of the defence logistics framework and associated procedures and manage the optimum Demand Management solution with, as applicable, the customer, Maintenance Tasking & Verification team(s) and Operational organisation(s). Discharging the governance across the platform related organisation that is required by the role to ensure compliance with the requirements of the applicable Regulatory Framework.
· Manage the development and delivery of the Order Book and Demand Management capabilities (including IT infrastructure), ensuring alignment to current and future business strategies.
· Ensure the direction and the objectives of the team(s) align with the overall Supply Chain service. Provide leadership and direction to the Physical Logistics teams in order to deliver agreed deliverables. Influence on direction also extends to customers, service providers and partnerships.
· Performance management and flow down of objectives to the Physical Logistics team(s) to ensure targets are met.
· Management of budgets and associated reporting processes to ensure cost efficiency and governance. Provide support in all contracts and Supply Chain sourcing decisions to ensure that the decisions meet strategic direction for all the Supply Chain and business requirements.
· Effective management of project risks and opportunities.
· Manage the ability to interface with platform maintenance & upgrade operations to ensure that appropriate and timely demands are placed on, and responded to, by the Supply Chain. Including the presentation of material supplied to maintenance in appropriate formats and timescales.
· Manage the effective management of Supply Chain transactions from receipt, processing and payment. Ensure the disciplines ability to maintain system records to reflect process status and responses.
· Manage the development and deployment of a robust and cost effective customer order validation process, ensuring that the correct specification of items are sourced through the correct channels.
· Manage and maintain effective working relationships with all Supply Chain stakeholders and the wider maintenance organisation to ensure collaboration between the areas to meet business needs.
· Manage the development and deployment of an effective priority management process to meet customer/contract critical demand. Ensure that all available options for demand resolution are exhausted within the fastest means possible, whilst ensuring compliance. To improve item availability, manage the development and implementation of cost effective alternative solutions, by challenging and informing stakeholders based on historical performance data and current issues.
· Ensure the infrastructure, facilities and resources are available to the Physical Logistics teams in order to deliver the contract.
· Manage the development and delivery of an effective reporting/metrication capability in order to articulate and manage Demand Management performance. Ensure the effective management of relationships throughout the Supply Chain including supporting functions, suppliers and service providers to ensure that customer order schedule adherence is met.
· Responsible for the development and deployment of Physical Logistics IT infrastructure and data configuration.
· Management of all budgets and associated reporting processes to ensure cost efficiency and governance.
· Lead order book reviews with internal and external stakeholders, presenting order status, supporting resolutions to order related queries as requested by the customer. Ensure trends are captured to inform risk/opportunity management and planning activity. Ensure escalated issues are addressed, effective solutions generated and monitored, or sponsor escalation to senior management, as appropriate.
RECRUITMENT SPECIFICATION
Essential
· Substantial experience as an operational manager within a Maintenance & Support environment, including significant direct experience of supporting various platforms. Minimum Degree/HND in a relevant discipline, or related field.
· Minimum Degree/HND in a relevant discipline, or related field.
· Experienced and competent leader at this level. Requires broad supply chain knowledge, a full understanding of the applicable Regulatory Framework, expert competence within Supplier Management, Demand and Order Book Management and Physical Logistics including a understanding of the relationship with interfacing/ contributory areas.
· Strong quantitative, analytical and project management skills/experience, with Lean management principles.
· Effective, highly credible communicator with strong interpersonal skills.
· Requires broad product knowledge and a comprehensive understanding of the relationship with interfacing/contributory areas.
· Ability to analyse and interpret data.
· Comprehensive understanding of current IT software packages used within the Demand Management discipline.
· Good understanding of Project Management techniques.
· Understanding of the Financial, Commercial and Procurement processes within BAE Systems and the operating Customer.
